I agree, it is PD. I cannot see an argument to disclose. What could work is that you disclose the amount the council pays. I have seen this on some of the salary transparency pages. As the percentage would not be PD.

I wonder what people's opinions were on disclosure of NET pay for senior managers?
A requestor is also asking for the pension contributions each of the senior managers make. I consider this to be PD and non disclosable. This is a personal contribution and not paid out of public monies. Doesn't anyone disagree?
