  kaplibs: Fix bug updating input argument.

This didn't matter until Commmit de25d70cb6b60, where NGOOD could be
changed by excluding bad pixels, and is a consequence of extracting
from stats.f into a subroutine.  A further ramification is it is safer
to determine the indices of the percentiles _after_ shifting the index
array for all the bad values in KPG1_MVBDx.

  kaplibs: Add a new generic routine to perform clipped ordered statistics.

I made a separate routine rather than change KPG_STOSx to preserve its
API.

- Increment the version.  [The date in SUN/238 for Version 3.4 in
Commit f937ac9bac65f4 should have been for the last 3.4 change for
Hikianalia, but the time I was going to include this fix in 3.4.]

- Update documentation (but not rebuild SUN/238 as DSB and I generate
different orders although using the same script).

  KAPPA: STATS ordered statistics now respect sigma clipping.

-  The clipped data range trims the sample for the median and
   percentiles.
-  The clipped values are reported and optionally logged.
-  The respective results parameters will contain clipped ordered
   statisics if Parameter ORDER is true.
-  Calls the new KPG_STOCx instead of KPG_STOSx.
