Hi Nadine,
I worked on the WHELF project, Walk-in Access Wales. Thanks to Alli for sending it on to you. Our project blog is here: http://walkinaccesswales.wordpress.com/ .
We are working towards rolling out walk-in access across all Welsh HEIs. Cardiff University, Cardiff Metropolitan University, the University of Wales Trinity Saint David and Aberystwyth University have launched services so far. The issue of whether we can provide access to alumni students has come up a few times. There is a concern that, if you promote walk-in access as an alumni service, you will be in contravention of your license agreements. But, when walk-in users visit your institution, they are members of the public and you wouldn't necessarily know if they previously studied with your institution. Quite a few universities are working with their alumni departments to promote walk-in access and many institutions cite alumni demand as a reason behind setting up walk-in access.
If you haven't already seen them, other really useful reports on walk-in access can be found here:

I'd be happy to answer any questions after you've waded through all the reports. Or before!
Best wishes,
Bronwen

** Apologies for cross-posting**
Many eResources licences allow on campus access to walk-in users. We are looking at the options for enabling alumni/walk-in user access to eResources where permitted under the licences.
Do you provide eResources access to walk-in users and/or alumni. If so, how is this set up and managed by your institution. Any thoughts or advice would be appreciated. We are also keen to visit other institutions providing walk-in/alumni on campus eResources access to see how it works in practice and work out how we can approach this within our technical setup.
Nadine

Hello, Nadine.
I know there was a project in Wales to create a "Tool kit" for walk-in users. Posted on the list by Bronwen Blatchford in March this year (attached)
Best wishes,
