Dear Saman,
You should not think about resting-state results in terms of increased/decreased activity wrt baseline. Each network shows the involvement of the voxels in that network and how strongly related they are with the average timecourse of that network (it shows the strength of the average network timecourse within each voxel's timecourse). If you are not clear on this then I would recommend you do some more background reading on resting-state FMRI.
