It's never OK to abuse the system like this - critical alarms are
for critical things, incident tickets are for incidents, and things
described as 'urgent' should be. The stated motivation for abusing
the system this way seems to be entirely selfish. It may not be
worth unpicking it on point of principle this time, but we should
be clear that such a cavalier approach must not be used again. For
one thing it's incredibly rude, and for another it's dangerous.
