Hi Michael,

Sorry, I don't understand what you mean.  I can appreciate that some providers only use Shibboleth to determine that you are a member of a subscribing organisation and that any personalisation is then tied to a separate account rather than linking it to eduPersonTargetedId.  But what I am seeing if frankly quite puzzling, and even if it's correct behaviour I think users might easily be confused.

I go to the Endnote login screen, https://www.myendnoteweb.com/EndNoteWeb.html and as I haven't got an account already I probably ought to click on "create an account".  But as I saw the Institutional/Shibboleth link lower down I thought that might sign me in and create an account linked to eduPersonTargetedId (like you get for ScienceDirect, for example) which would be much more convenient as then I don't have another password to remember.

I choose the UK Federation, and go through to the WAYF.  But then, whether I have already signed in to our local IdP or not, whichever university I choose from the WAYF, including Southampton, where I am definitely not on campus, instead of being sent through to the IdP login screen, as I would expect, I get sent straight back to https://www.myendnoteweb.com/EndNoteWeb.html without any explanation.

I have never seen any other service where you go straight from the WAYF back to the service: you usually see at least a glimpse of your IdP's page saying you're already logged in, and anyway, I am not currently logged in.  So what is the point of going to the WAYF?  If EndNote knows I am on campus at Durham, and for some reason is preventing me going to another institution's IdP, why does it offer the institutional login box at all?

By contrast, if I choose "German Higher Education and Research (DFN-AAI)" from the list of federations, then I go through to the German WAYF and I can pick one of a number of German universities.  With all those I have tried I am then taken through to the appropriate IdP login screen.

Why is the German WAYF behaving differently?

I see that the Swiss WAYF behaves the same as the UK one.  So do the Canadian and French ones.

My understanding of the login process was that the WAYF redirects the browser to the IdP's URL, once you have chosen your institution, but maybe I have got that wrong.  Does it, in fact redirect back to the SP, passing the IdP selection back to the SP, and the SP then redirects the browser to the IdP?.  If that's the case I can see how EndNote might stop the process before you get to the IdP login screen.

I expect I ought to try from off campus and see if it makes any more sense.
