That is a very good question and also there is not a definitive answer.
1) I don't know much about ALF for postgrads, I am assuming that
universities have discretion as to use of the fund? but I am puzzled as to
why whether the ALF is used to pay towards PG costs is contingent on
whether local authorities support postgrad careleavers - though I can see
why Debbie asks that. Payment of the ALF is entirely up to the awarding
body. For careleavers it is the PG tuition fees that are the big problem,
and I do not know of many if any, LAs meeting the cost of fees. Each LA has
developed its own approach to supporting PGs, but would expect the young
person to have applied for any other grants or awards they could get. But
it would be no good having things contingent like this, we would go round &
round. Maybe LAS and the local HE partnerships could put this on their
agendas?
2) The Guidance & Regs implies that if the person starts a course under the
age 25 (ie before 25th birthday) the duty to carry on assisting while in
education goes on till the course ends (this is in regs & guidance vol 3
Chapter 2, para 2.4). This could be any sort of course - including level 1,
etc. That means by implication that someone aged 24 and 11 months could
come in & say they want to do a degree course. The guidance does not
specify or make provision for any particular sort of course. But this is
not the same as an entitlement - the young person's needs have to be
assessed. This is not something that universities could form policy on the
basis of, if that is what Debbie is needing to know.
NCAS is currently supporting a proposed amendment to extend careleaver
duties to age 25 for all, by the way.

Can anyone help with a question about funding for Postgraduate Care Leavers?
A student has enquired about funding once they become a PG and a colleague
has suggested the student MAY be eligible for a payment under the Access to
Learning Fund. As far as I can see we have only ever awarded to UG care
leavers from the ALF funds and I am unable to ascertain from the ALF
Guidance whether we can award to a PG Care Leaver. Also, is there an age
when the student is no longer considered a Care Leaver, i.e. 25?
