I can't see that there's been a reply to this yet. I'm not sure this is as simple as having a straightforward procedure. For example, in terms of copyright, you could boil it down to:
1. Select material
2. Is it a work still in copyright in some way If not -> go ahead
3. If copyright in all the work belongs to the university -> go ahead
4. If copyright in any part belongs to someone else -> check the licence
5. If the licence gives sufficient permission -> go ahead
6. If not, consider asking for permission
7. If permission granted -> go ahead
8. If not, choose another resource
That's probably not helpful to you, but it's what it boils down to. A variation would be:
1. Select a resource where copyright is owned by the institution, where a licence already covers use, or is out-of-copyright -> go ahead
Another aspect of a procedure, not strictly about copyright, is how you incorporate any checks and audits. In my experience a majority allow direct publication to the VLE without additional permission (accommodates teaching staff enthusiasm, but no quality check). A few require someone to sign off materials before publication (increases quality, lowers teaching staff enthusiasm).
We're somewhat short of bodies at the moment here at Jisc Legal, but I'll try to get someone to distil the top bit into a nicer looking document, if that's of help to anyone (more of a checklist than a 'procedure' mind you). You might also consider putting out the request on the LIS-COPYSEEK list - there's a lot of sector expertise there.
