in 2014 I will start a 3-year project on police videotaping
demonstrations. Drones are a minor issues in that field in Germany - at
least until now, but with an obiously rising tendency...
Gina Wollinger and I once wrote a piece on that (summing up develepments
in Germany and asking theoretical questions), also about the use of
drones. It also cites other work covering drones, e.g. by Volker Eick.
I am looking forward to the list of publications.

The videotaping of all kinds of political demonstrations seems to have
become a standard policing procedure in many countries. This paper
explores the video surveillance of public protest in Germany, where, in
line with the international trend, developments on different levels have
changed the situation immensely in recent years. This article, first,
will give a short introduction to the subject and the history of video
surveilling demonstrations. Second, it will describe the (changing)
legal regulations in Germany. The third part considers technical
developments, while the fourth part focuses on reactions of protestors.
The relative absenteeism of the social sciences from the field motivates
the article’s fifth part, which asks after the theoretical implications
of the developments analysed and the questions for future research
arising therefrom. Panopticism, surveillant assemblages and the ‘culture
of control’ are considered concerning their possibilities and
limitations for understanding the problem of video surveillance of
demonstrations.
