If it was me, I'd consider looking at other kinds of systems - which might include open source - used for similar kinds of activity, but which are not branded as VLEs. So consider some of the e-research systems used in the science and digital heritage sectors, and also education sector CPD tools like those developed by http://www.irisconnect.co.uk/
