Kelly Clifton at Portland State University is doing work on this very topic. I've copied her here.

Subject: Cycling research
Hi,
Is anyone aware of any research into the attitudes of local businesses before and after changes to traffic priorities in city centres - i.e. from motor vehicles to walking and cycling. I have anecdotal evidence from discussions that there is strong resistance at the planning/implementation stage from local retail businesses who fear a negative impact on trade, but that after the changes have 'bedded in' the impact is the reverse (increased trade). This has resulted in businesses outside the re-prioritised areas trying to get them extended.
Cheers in advance,
Richard.
