We have recently installed the Login As building block which, as the name suggests allows a user to log in as another user (although not impersonate sys admin roles). The nice thing about this tool is that it can be linked to an institution role which we can then be assigned to any user. It also keeps a log of all the 'login as' events.
It does mean that once logged in as another user you are not restricted to read only access and really are logged in as that user but with this understood it has been really useful for our library support staff.
We have also created a custom system role which allows the elected users to self enrol in any course. This is basically the sys admin role with everything turned off except self enrol (along with some other permissions which were needed to make it work). Unfortunately it will self enrol the user as an Instructor (where as one of the other course roles would have been better) but also enables self un-enrol so users just need to go to course, enrol, do what they need to do and then un-enrol. This is also available to our library support staff.

Our Library staff have admin rights on the VLE, allowing them to support staff and learners with a range of queries.
I think it helps that I have management responsibilities for both library and e-learning (as well as the VLE).
