A quick PS to Celine's message. If you look at the PCC statistics

you will see that 12,585 series authorities were created in FY 2011-12 -
i.e., there's still a considerable amount of effort being put in to the
creation of series authorities. Most of it (but not all) by academic and
research libraries.
There are historical reasons, which I won't attempt to go into here
(even in retirement!), why UK libraries (generally) haven't been as
energetic in controlling/authorising series as our friends in the US,
but there's a huge body of data there for any library (or data
contractor) that wishes either to start or to continue doing so.
