For Economics, there is a tradition of putting working papers up on the web in various repositories.

See http://ideas.repec.org/ for a way in. These are not necessarily finalised, but close.

Afternoon

For what it's worth, I work in a local authority research team and trying to access academic articles to build evidence to support commissioning of services has had me scratching my head for a while.

In the end, we've contacted our local universities in order to explore how we can access this information or farm the work out to university staff/ researchers in a mutually beneficial way.

A discussion with the Research Support Officer at one of our local universities raised the issue of open access articles. For someone unfamiliar with the territory, could anyone point me in the direction of any relevant open access repositories please.

Good idea. But I notice Springer, for example, allows the author(s) of an article to post the "author's copy" of the piece on a personal webpage, or univ. repository, immediately - and to post what they call the "publisher's pdf" after 12 months. They may not be typical, as they are currently promoting various aspects of their "open access" credentials.

Aaron Swartz's death has drawn attention to a fundamental problem in society, namely the use of copyright to restrict the flow of information.  The irony is that all those scientists who want their work to be disseminated as widely as possible have joined a system which forbids them to communicate their peer-reviewed articles electronically for free.  Aaron Swartz was trying to break the societal division which allowed only members of academic institutions to have direct free access to the world's store of knowledge.

The solution lies in scientists' negotiating the right to disseminate their peer reviewed articles, say, six months after being published in a journal.  Paradoxically, this would actually increase subscriptions and the signal value of a particular journal that agreed to this request.  Six months is a long enough period to take into account the insatiable curiosity of those looking for new knowledge, but short enough to enable considered research to reassess the original information by having access to original scientific articles.  Without this kind of solution, 97% of the general population is excluded from meaningful scientific debate, and has to rely mainly on filtered press releases.
