Why not contact the BBC? They have linked and amazing amount of data including archives
I saw a really good presentation this week by Silver Oliver who was one of the architects of their new website
Here is an example of what he was talking about I found on you tube

They must have done something on documentaries though maybe not yet as far back.
I did a quick and dirty search - you can see a series of links on the right

Subject: Documentaries on China
Dear Lis Link,
Would anyone know of a resource which would index the Radio Times, BBC, Radio 4, or ITV .
I have a query from a PhD researcher who wishes to search all the documentaries on China since the 1980s, and am not too sure where to start :)
Please can anyone advise at all ?
Many thanks in advance for your help
Kindest regards
Andrea
