GOCDB might not be the canonical source for downtimes for everyone but
it for ATLAS, EGI and WLCG and GGUS.
Alerts for downtimes are broadcasted to all registered VOs and sites
whether they use the information or not is their problem. ATLAS uses it
heavy handedly even automating quite few operations based on the
downtimes. Downtimes declared in GOCDB are also officially used in the
reliability accounting both by EGI and WLCG and atlas analysis reports.
And, as Daniela said, GGUS warns before notifying a site in downtime.
Of course you can argue that other grids have other systems but for our
grid this is the canonical place.
