Not in my opinion. The BDII status value (Production/Draining etc.)
flip/flops automatically when a system is built. Therefore you can't
trust it unless the admin mucks around with shell scripts etc.

So only the GOCDB value is stable, I think, unless one wants to go about
editing the system scripts by hand!
