As I said in another email, you are not using OpenAthens with the Athens
to Shibboleth gateway - trust me, I am one of the curators of your metadata!
So, I wonder if the URLs in the emails that Elsevier sent to your users
actually specified the old Athens to Shibboleth gateway IdP; if so then
that would explain the error message "unknown or unusable identity
provider".
Your IdP entity ID is actually this:
https://bolton.ac.uk/oala/metadata
I'll be happy to check one of the URLs sent to your users if you'd like
to forward it to me.
