In my Shibboleth-tomcat configuration I just changed the file(s)
directly under tomcat webapps and tested it, and then
1 Copied the final versions of login.css and login.jsp
to the IDP download extract Directory
2 Replaced login.css and login.jsp within idp.war in
the IdP Install directory "/opt/shibboleth/..." using
"jar -uf " command
This way all versions are consistent at orig and deployment, and no risk
of side effects from running install.sh again. At this time the IdP had
not yet gone into live production,
