If you go the GIS through Illustrator route, you may want to look into
MAPublisher by Avenza. I have not used it myself so I can't give a
recommendation.

Dear Mike, Jorge and others,
The Jorge's advice is for sure the best option, however another
possibility, maybe a more artistic one, is export your map from ArcMap
as an .eps or .ai file.
Then, from Adobe Illustrator you can open this file, and you can retouch
all the layers (polygones, lines and points) that you had in the ArcMap
document, until it achieves a superb quality.
