The idea would be to see if we could come up with a common profile which we could take to IGTF. We were bounced back last time we tried this because the profile was suggested (albeit informally) by only 1 country and were told that to satisfy the "I" in IGTF such proposals should be international.
I don't know whether we could get a consensus on this but it would be worth trying
