I consider buckets to be the "archive" lower tier storage so beloved of IT depts, into which everything is bunged after a set period of time to reduce costs until someone makes a decision about when it should be deleted.

* The deletion rule for emails in Symantec Enterprise Vault which are over 2 years old comes into force on 1 April 2013.  You have 9 months to identify and move business critical emails or emails which need to be shared with other employees into your shared network area (which might be a database, SharePoint, shared network drive or dedicated document management system). I take "bucket" to be a derogatory term meaning somewhere you pour data without taking too much care. You tend to put things carefully in to a folder or box.

We talk about buckets a lot in Records, the first time I heard the term used was in 1992 during a discussion about indexed searches versus folder navigation.
I have heard "The big bucket theory of retention"
Putting documents in buckets to organize.
A Google search for records and buckets came up with some interesting finds Did you know that Indiana has a Bucket Manager -http://www.in.gov/library/files/Cataloging_Training_Manual_Chapter19.pdf
Contradictions?
Big buckets for simplifying records retention schedules. 
Do Big Buckets = Big Headaches?

My question is, why did we start using that term?  Wouldn't a descriptive word more in line with Records Management like folder or box be more appropriate?
