It certainly isn't just RAL, it's a common thing to do. However, if normalisation is used there is no global "right" answer, the actual time limits will vary from node to node according to their power.

It's still in work but seems quite likely to converge soon. Anyway it doesn't seem very useful for atlas to have a separate mechanism to achieve exactly the same thing ...
