This is a bit of advice on setting up IG and MoUs for shared records where
the organisations invloved are Data Controllers in Common, with a useful
checklist.
I can't find any mention of "sale of shared information" - or denial of it.
As you must know, I do not and never have been a supporter of single records
of prime entry: but as they exist (and are likely to exist far more in the
future), this is a useful bit of advice/guidance.
Could you clarify why you think this relates to 'sale on shared
information'?

It isn't possible if you have passed on information to control what
the passee then does with it.
(Corollaray: don't. That seems a pity)
There is a way (keep it where it started, let them read it from your
server not a central one) to at least monitor it, but even there, the
question is whether one trusts the asker.
I don't think this has been adequately thought out, and suspect that
those thinking have shied off the problem of either accepting
responsibility, or allowing their access to be controlled.
