There is no breach of the DPA as the S.28 exemption exempts the 7th
Principle! You can't breach a Principle that does not apply.
In addition, if a Minister signs a Certificate (if need be), and that's more
or less it.
I did a analysis of the Transport for London Certificate which allows CCTV
images from the Congestion Charge to go to the national security guys (ages
ago)
