I agree that he's added written work and so is more of an author than a contributor, but the fact that he's not just listed as a third author is surely relevant somehow?
Did we get anywhere on whether Spencer's is a different kind of responsibility? I seem to recall RDA rather doing away with the concept of mixed responsibility.

I thought that "author" was the appropriate relationship designator for
Ross Spencer - even though he's not as'important' to the creation of the
work as the other two authors, it seemed to me that he added written
content of the work and was therefore author.
Sponsoring body was the best I could up with for National Archives as a
710$e, though I felt it wasn't completely right.
I'm sorry I haven't submitted records - I've created them in our inhouse
system as it's important for me to deal with RDA in MARC, and there's no
sensible way to share a view. There's also lots of shortcuts in the
system, so they wouldn't 'look' right anyway.
