I suppose National Archives has a relationship to the manifestation, rather than the work, and then the only option in the RDA Appendix is "Broadcaster", which clearly isn't right! I probably wouldn't give them an entry as they are part of the publication statement and Facet don't get an added entry, but I'm happy to be corrected!

I completely agree, this was one of my questions as I couldn't find a
suitable relationship designator and struggled to decide whether he was
technically a creator or a contributor. "Contributor" is not on the list of
relationship designators, nothing else fitted so I think I left it blank as
well.

I also couldn't figure out what the relationship was exactly for the
National Archives as they aren't really an "issuing body" according to the
RDA definition of that and again there is no relationsihp designator listed
in the Appendix for "publisher" or "publishing body". Again, I had to leave
it blank evne though I felt quite confident that I did want an access point
for them...
