I've been filling in the preferred title for all of them because, as you say, it's a core element. But if it's replacing AACR2's 'uniform title' then is it always necessary?
Like with the copyright date, it seems pointless to clutter the record with duplicated information.
I note that in the sample records in Anne's book a 240 field is only included where it's necessary.

Using the RDA template, I filled in the preferred title data, which seems to be a core element, although it was identical to the title proper in all the examples I did.
I haven't seen this in other catalogue entries shared (although I haven't looked at them all by any means!). Not sure whether this is in fact only a core element when there is a variant or parallel title. ?
Anyone enlighten me?
