Might it be 2.8.4.4 "Record words or phrases indicating the function (other than solely publishing) performed by a person, family, or corporate body as they appear on the source of information" with the example being "Published by SAGE Publications on behalf of McGill University" being on the item and both mentioned?

I went and checked rules because I wanted to justify my transcription of National Archives in the publisher statement too. I'm including it in publisher based on 2.8.4, though this is optional and it's only core RDA to have the first named publisher.
As regards the access point, I think that there's a rule for including publisher as corporate body with relationhip to the manifestation in 21.3 that I feel justifies giving an access point. However, I completely agree that the only relationship designator listed for this in the Appendix is "broadcaster" which definitely doesn't work.
