Hi Kate,
I think this is a situation where your institution would need to use it's discretion as suggested by Carrie, looking at the details I think my institution would support her but the number of students we have receiving care leaver support is minimal meaning that we can be a little more flexible. Has she been assessed as an independent student by Student Finance?
