I haven't read beyond the contradiction of the first two paragraphs:

says there were 492,030 accepted. Assuming that "applicants accepted"
≈ number of places, then there were 1.36 applicants per place in 2011.
In 2012 there were 618,247 applicants, and 15,000 fewer places
(http://is.gd/EtA5p6), giving 1.30 applicants per place.
