I think gstat can take 24 hours to notice changes, so at least wait until tomorrow.
Incidentally, it seems that gstat is being actively developed again after a period when there was no manpower, so if anyone has any requests for improvement let me know and I can pass them on (probably there will be a more formal request for feedback at some point).

The external action should just be in the GOC DB (changing the GIIS URL field as well as adding the new node). You should also check that all your site services (including the site BDII itself) are included in the configuration - try doing something like
ldapsearch -x -h <site-bdii-name> -p 2170 -b o=grid objectclass=GlueService | grep Endpoint:
Also try the GLUE 2 equivalent:
ldapsearch -x -h <site-bdii-name> -p 2170 -b o=glue objectclass=GLUE2Endpoint | grep URL:
There may be some things missing there unless/until everything is EMI 2, but you should see most of them.
