By "reinstall" do they mean a loss of all data as well? (Ie Glasgow,oxford etc are now on emi without having loss all user data, does that count as an upgrade, reinstall, or something else?

Yes - even though they "recommended" a reinstall - they did say an upgrade would be possible so we should hold them to that I think.
