Certainly not. The place names, according to the Cosmographer, are just a sample. The map was roughly 500 years old when he recorded from it, condition unknown. There are a fair number of instances where only one of two very similar names, recorded consecutively, survive - much like the loss of the Roman name of Cirencester in Iter XIII.
