First post here. A topic worthy of discussion, further opinions? Hugh Tomlinson QC has given permission for his May 2011 opinion on this issue to be made public, discussed and used. It IS only an opinion, but a quite senior one. From a layman's viewpoint, it appears to give higher precedence to contract law at the expense of an individual's Statutory FoI / DP querying rights:
