I would be very interested in knowing what other Library services do with scan requests that cannot be satisfied via the CLA license, e.g. neither
* scanned in-house from material owned by the Library and covered by the CLA license
* scanned by the BL for you, according to your CLA covered holdings
* or a copyright cleared scan provided from the BL according to its CLA covered holdings
Does your Library scanning/document supply service routinely try to satisfy these requests for academics by contacting publishers direct, and negotiating a price for a copyright cleared copy? Do you go back to the original requestor, and tell them the request cannot be satisfied, and recommend that an alternative be considered (either a different resource, or a different format)? Do you deal with such requests on a case by case basis (if so, what are your criteria for refusing a request, or deciding to pursue it direct with the publisher)?
