That's not necessarily true.
There's nothing to stop a user cutting and pasting a scanned image of a
document into Word, nor using an ePub as a container for the
inaccessible file format of the week. ePub in particular is capable of
holding a pandora's box of content, literally anything that can be
zipped can be put in an ePub (including PDF and Word).
