Ewan's summary is what I recall from the meeting too - and I looked back to check and confirm. The expectation was that most sites would only setup a bandwidth machine.
As Alessandra points out though we are now in the position to revisit the recommendation based on what we observe. I am not an expert and defer to the wisdom of others, but a logical way forwards is to first setup the machine with only bandwidth tests running. After a period of gathering results the latency tests could also be enabled on the same machine and we can directly observe the impacts and decide whether a combined setup is useful or just misleading. The latency part can always be added later when we have more experience - or perhaps put on the machine and not enabled at the start.
I think you are looking for a specific target (the one we mentioned for all sites by the end of July), and I would say at the moment that would be getting the bandwidth tests running. The evidence (as Alessandra is presenting) shows little impact of having both tests on one machine but it would be good if others (Oxford?) can confirm.
