Interesting.  So the PEER results that show that green OA is 'impractical' can be applied to the wider environment, but the PEER results that show no effect on journal subscriptions from green OA are ignored.  Instead of evidence from PEER, the Commission apparently should have taken heed of 'submissions' describing the 'inherent' problems in shorter embargoes.  Thankfully the Commission stuck to evidence - and there is no evidence of harm resulting from six-month embargoes.
