Invitation to Tender: Online Learning Resources
The National Maritime Museum seeks a freelancer to work with the learning team to create a series of web-based resources for formal learning audiences. This is part of a larger project to re-design and re-structure Royal Museum Greenwich's (RMG) learning pages to fit within the newly redesigned website (www.rmg.co.uk).
1. Key Deliverables
The following specifications are provided to help you prepare your response. They may change in the light of feedback from teachers and may evolve during development.
Primary Resources
Tudor Seafarers
Curriculum links: History, Historical enquiry skills
Key Stage: KS2
Learning Objective:
To support teachers in delivering lessons about Tudor exploration and in developing children's historical enquiry skills
Key Question: Francis Drake: pirate, privateer or explorer?
Deliverables:
We would like students to be able to answer this question through exploring a series of online resources including:
*Browsable gallery of 10-15 objects with:
-interpretive text for KS2 audience
-related quotes
-related objects
-annotated hotspots on object images
-supporting questions for teachers
*Downloadable resource for teachers to use in class to answer the key question (editable powerpoint/whiteboard)
*Video of Tudor Seafarer actor interpreter
*Framework (scaffold)for children to use to record their findings (word document)
*Suggested activity sheets (word document)
Writing Pirates
Curriculum links: Literacy, Cross Curriculum, Creative Curriculum
Key Stage: KS1 and early KS2 (Years 3 and 4)
Learning Objective: To support teachers in developing children's vocabulary and creative writing skills when writing pirate themed stories
Deliverables:
We would like students to be able to create stories inspired by our collections through exploring a series of online resources including:
*Interactive story book using objects from the collection (ideally not in a flash format)
*Downloadable resource for teachers to use with children to create their own stories (editable powerpoint/whiteboard)
*Video of Female Pirate actor interpreter
*Picture glossary of nautical language (html and word document)
*Suggested activity sheets (word document).
Secondary Resources
Empire Historical Enquiry Package
Curriculum links: History, Citizenship, Historical enquiry skills
Key Stage: KS3
Learning Objectives:
* To support teachers in developing students historical enquiry skills to evaluate a range of historical sources.
* To support teachers in helping students understand the development of trade and colonisation and its links to the British Empire.
Key Questions:
* Why was the sea important to the development of the British Empire?
* Was the British Empire always a good thing for everybody?
Deliverables:
We would like students to be able to answer this question through exploring a series of online resources including:
* Browsable gallery of 7 objects with:
-interpretive text for KS3 audience
-related quotes
-related objects
-annotated hotspots on object image
-supporting questions for teachers
-videos of experts placing objects in context
* Downloadable resource for teachers to use in the classroom to answer the key question (editable powerpoint/whiteboard)
* Framework (scaffold)for students to use to record their findings (word document)
* Suggested activity sheets (word document)
Leisure and Tourism Package
Curriculum links: Leisure and Tourism, Customer Service and Marketing
Key Stage: KS4+
Learning Objectve:
* To assist teachers in using the Museum as a case study to support the Marketing and Customer Services aspects of the Leisure and Tourism curriculum
Key Question: How do different museum departments contribute to the Museum's success, particularly in relation to Marketing and Customer Services?
Deliverables:
Our current Leisure and Tourism pages are out-of-date. We require the following improvements so that they meet current curriculum requirements:
* Rationalize and update current leisure and tourism web pages
* Collate and interpret downloadable current marketing and promotional material (pdf)
* Creating videos of Museum staff who are in customer service roles
* Suggested activity sheets (word document)
2. Project background
Royal Museums Greenwich
The Royal Museums Greenwich (RMG) aims to 'illustrate for everyone the importance of the sea, ships, time and the stars, and their relationship with people.' Each year more than 1.6 million people visit our three sites - the National Maritime Museum, the Royal Observatory, Greenwich, and the Queen's House. The RMG houses a world-class collection of more than two million artefacts, scientific instruments, ship plans, rare books, papers, manuscripts, ship's logs, drawings, prints and paintings.
Learning at the National Maritime Museum
The Learning and Interpretation team at the National Maritime Museum (NMM) develops and delivers the Museum's learning provision by creating learning environments, self-directed learning experiences and facilitated learning events. These may be at the Museum, in community or partner settings or on the web, delivered through temporary exhibitions, galleries, programmes, printed materials, digital resources or in-depth projects.
The team's vision is to "bring Britain's maritime heritage to life for everybody by creating inclusive learning experiences that centre on people: stimulating personal connections, exploration and dialogue."
NMM Website
The main Museum website was redesigned to coincide with the opening of the new Sammy Ofer Wing extension in July 2011. The learning pages are currently being migrated over to the new design. Importantly this will involve re-shaping the site navigation and updating the content for information about on-site sessions and learning resources.
NMM Website Schools Pages
Currently the schools pages are divided into two sections: one for information about sessions offered at the NMM, and one for online resources. The session pages include information about how to book a session and provide session outlines. The resources pages are largely thematic collections of images available to download as a Powerpoint.
3. Schools Pages Target Audience
The primary target audience is school teachers from Early Years Foundation Stage to Key Stage 4. However, the material may be used as a resource by students and Further Education and Higher Education tutors. People with access needs such as visual impairment must be taken into account across all these groups.
4. Focus and objectives of online resource development
* Support on-site learning sessions at the NMM through complimentary online classroom resources.
Online resources provide an opportunity to add value to a visit to the NMM. Currently the only online information we provide to support a facilitated session is a downloadable session outline. We are looking to enhance schools sessions and maintain our relationship with schools through providing pre and post visit activities to on-site sessions.
* Encourage self-led visits by schools to the NMM through online learning resources.
Increasing the number of self-led trips to the Museum by schools is a key part of the formal learning strategy. Currently we have little content online which can support a non-facilitated visit to the Museum. We are looking to produce materials for teachers which can support and encourage them to visit the Museum without attending a bookable session or which can extend their visit following a short bookable session.
* Increase the reach of the formal learning team through online learning resources which are suitable for teachers to use independent of an onsite visit.
At present there is not a large amount of content designed specifically for online learners. The majority of the resources are geared towards people attending session at the NMM. This is something we would like to address through repurposing existing learning content and creating new stand-alone content specifically designed for primary and secondary teachers to use independently of a visit to the Museum.
5. About the role
We are seeking a freelancer with proven experience of creating online resources for formal learning audiences in a museum and gallery context, to work with the digital participation officer, digital media and learning team to create a series of resources which meets the aims and objectives outlined to help us meet the needs of our target audience.
The freelancer should understand the needs of formal learning audiences and have an awareness of working around potentially sensitive histories and subject matter.
The consultant's responsibilities:
* Work independently and with the NMM to produce the deliverables listed above in the desired formats.
* To manage the sourcing and licensing of any external photographic, video or audio content required to create the learning resources.
* To provide updates and draft versions of the resources produced at agreed intervals.
6. Timeframe
* Tender Deadline - 29th June 2012
* Appointment of consultant on Letter of Intent - 9th July 2012
* First Draft and progress update - 27th July 2012
* Final Draft and sign off - 17th August 2012
* Delivery of final resources - 30th August 2012
* Revisions to resources following user testing in September - October 2012
7. Budget
The NMM has a fixed fee budget of £18,000.
8. Tender Instructions

* A plan detailing resources and time allocation to deliver the learning resources on time and within budget
* Covering letter and examples of previous work demonstrating how your experience meets needs of the role specification
* Details of previous project referees who the NMM may contact on receipt of your tender
