I would say the point is that it doesn't matter what is available after 6 months when your staff want it as soon as it is published. It's all well and good having access to things for free after 6 months, but scientists want to read articles as soon as they are available. I've even had article requests before the online version is even on the publishers website due to table of contents being sent out by publishers via email.
You're not going to cancel subscriptions when they are the only reason you can have that immediate access to articles. Now when you have a majority of articles available on publication due to them being OA or a purely OA title of a suitable standard that is a reason to think about cancelling subscriptions. We're not there yet.
