We use local software so we do not have to worry about the storage of
our data, it is on our lms and on my pc. We took quite a bit of care to
warn our users that we would use their email addresses for a newsletter
and to give them options to opt-out. See my previous post

For those that have implemented a library e-newsletter - Did you have
any issues in meeting Data Protection Act (DPA) obligations and how did
you resolve them?
In trying to implement this at Windsor and Maidenhead we are trying to
meet the Security & Information standards of our authority especially
when using a supplier that has its servers located abroad:
* Storage and processing of our data - names & email addresses -
ensuring they are covered either by EEC or Safe Harbour Security
Agreement * Fulfilling our DPA obligations particularly when data is
transferred abroad. Impact Level 2 Personal should be protected when in
transit
