I would also add that it's worth people finding out if their council already has, or is considering, any sort of official social networking presence, as many are moving in that direction. When I was at Highland Council we were able to take part in a social networking pilot which is how we were allowed access to Facebook, Flickr and Twitter. We had to make a business case of course, but in doing so we raised our profile within the council. Crucially the public relations team suddenly knew who we were and were impressed by what we were doing.
