I am with the rest of the answers on this - minimum one Invigilator,
even if there is another candidate as well as the reader.
The Access Arrangements are getting misinterpreted by teaching staff -
they seem to think that they apply mainly for exams and are unable to
comprehend that they must also reflect the candidates "normal way of
working" and hence be regular practice in their normal lessons. Too
often we are being asked at the last minute to allow an arrangement
which has not been practised or understood and I am starting to say "No"
on a more regular basis.

7.3 Reader/Computer reader
The centre is responsible for ensuring that if a candidate and reader
are not accommodated separately, other candidates cannot overhear what
the reader is saying and are not disturbed by their presence. If the
candidate and reader are accommodated separately, a separate invigilator
will be required.
If several candidates require only occasional reading assistance, they
may be accommodated as a separate group with a reader and an
invigilator.
With regard to the above paragraph from the JCQ ICE document, has anyone
ever interpreted this as needing a minimum of 3 people in a room,
whether that may include a reader / invigilator and two candidates, one
of whom was being read to?
We are running very short of invigilators and considering this as a
possible option.
