Your question for a quote reminds me of reading about 'wicked problems'
(Richard Buchanan: Wicked problems in Design Thinking in 'The idea of
Design') and how it is a problem for any designer to conceive and plan what
does not yet exist ... (p17). As I understand it is preferable to work with
a solutions focused strategy when working with wicked problems (Cross:
Designerly ways of knowing P7) and the solution has to be actively
constructed by the designer's own efforts.
Another book where I thought I read something along the lines you said, but
I couldn't find it so far, is: Design Research Through Practice, from the
lab, field, and showroom
