I agree Rowdy - I don't think this model or place in the Caymans has much to do with TCs as we would understand them

Thanks - this is interesting (and sounds reminiscent of Howard Liddle's work in Miami). But (and I've only glance through it so far), there doesn't seem to be a single mention of therapeutic community approaches here.
