The term usefulness comes to mind immediately.
Professor Michael Keppel of Charles Sturt University, Australia in
2011 brought to my attention the notions of 'perceived' and 'actual'
in all conversations, when fact-finding or considering technological
usefulness in the realms of for-the-greater-good.
Professor Teemu Leinonen of Aalto University Finland urged me to
consider the concept of prototype amidst seemingly "complete"
technologies, where research based design ( yes in that order) pushes
an ever evolving form closer to its ultimate state....
Dr. M.G. Michael urges me to consider key terms such as "trajectory"
and " function creep" amidst the hype and glory of the rhetoric that
spills forth from the marketing-minds of the techno-intelligentsia.
Your "whether-or-not" co-joiner allows me room to sensibly consider
whether the surveillance we speak of is for us, an extension of us or
simply something that seeks to become us....whilst bringing further
into question whether the systematic ( or not) mobile "open" networked
sousveillant is a valid form of contemporary policing eg. -

Whether or not....hmmm.....I'll attempt to apply that notion ( if
so..what ?) in other contexts and seem what it opens up in
attribution.
