Dear Sonia,
I am teaching Mandarin to GCSE in my school. My students (non-native
as well) have 4 lessons per fortnight from Year 7 (they start Mandarin
from Jan) to Year 11.
I think it is the minimum, especially for year 10 and 11. There are
actually quite a lot of topics to do in KS3, like other European
languages, to make sure that the first round of teaching can be done
and students can be confident and ready for year 10.
