The CE_Id is set in the CREAM Java code
You said that these jobs are submitted through Condor.
Are you sure that Condor sets properly the JDL QueueName attribute
(https://wiki.italiangrid.it/twiki/bin/view/CREAM/JdlGuide#QueueName) ?
