Karen,
do you mean that DCAM is not needed because we have RDF? If yes, then I
would respond that DCAM can provide guidance to people who do not feel
at home in the semantic web, by introducing a few simple classes based
on the established DC metadata terminology.
If you mean that we can base DCAM on RDF because everything that we need
is provided, then I hope (and think) that this is true. I would be very
interested in a list of features that are provided by DCAM that are not
implementable in RDF, too. Otherwise, we will have to wait until we
reach the limits of RDF in our work.
Regarding the syntax encoding schemes: They are just not yet on the page.
